In philosophical anthropology, the first motivation for action is because of desire, 'I want to', but what makes people actually carry out the action is because they have the ability to. Think about it with this example of rape. The motivation for rape is twisted lust yes? But if a person doesn't have the physical strength or cunning to force themselves on someone, they will most likely not actually rape. Do you see where I am going>
